They want to know why the intergalactic council has imposed an embargo on Earth and designated it a prison planet! Empress Lilandra provides an explanation for the council's actions, but the seven assembled heroes don't like it! However before the space-based Avengers can testify before the council, they are ambushed by the Ruul -- a new alien race! Or perhaps an old one in disguise! Meanwhile back on Earth at Avengers Mansion, the U.S. Agent prepares the Avengers for a direct attack on the Ruul's space station! Story concludes in Maximum Security #3.
